function, use PARAM_GRAPHITE_MAX_BBS_PER_FUNCTION.
* params.def (PARAM_GRAPHITE_MAX_BBS_PER_FUNCTION): Declared.
* doc/invoke.texi: Document it.

number of parameters in a SCoP is bounded by 10.
