Add PARAM_GRAPHITE_MAX_BBS_PER_FUNCTION.

	* graphite.c (graphite_initialize): To bound the number of bbs per
	function, use PARAM_GRAPHITE_MAX_BBS_PER_FUNCTION.
	* params.def (PARAM_GRAPHITE_MAX_BBS_PER_FUNCTION): Declared.
	* doc/invoke.texi: Document it.
