(TCFLAGS): New variable.

(GCC_CFLAGS): Add $(TCFLAGS).
(LIBGCC2_CFLAGS): Add -D for __GCC_FLOAT_NOT_NEEDED.
(libgcc1-test): Remove -nostdlib.
(float.h-cross): Don't give error #ifdef __GCC_FLOAT_NOT_NEEDED.
