	doxygen'd pages.
	* docs/html/22_locale/howto.html:  Comment for future work.
	* docs/html/23_containers/howto.html:  More comments.
	* docs/html/25_algorithms/howto.html:  It's a comment, not a
	blunt command to the reader.  (English grammar.)
