* bindusg.adb: Undocument -f switch.

* gnatcmd.adb: Remove /FULL_ELABORATION.

* opt.ads (Force_RM_Elaboration_Order): Document that this is
obsolescent.

* gnatbind.adb: Output new warning for use of obsolescent -f switch.

* gnatbind.adb: Minor update of warning msg.
