Restore i[34567]86-*-darwin* bootstrap.

	PR bootstrap/43202
	* config.gcc: Enable SSE math for i[34567]86-*-darwin* by
	default.  Set the default 32bit/64bit archs with $with_arch
	instead of $arch for i[34567]86-*-*|x86_64-*-* targets.
